How the Steam join page works
Open store.steampowered.com/join. The form has three parts: an email address typed twice, a country of residence, and an I am not a robot CAPTCHA. Submit it and Steam mails a message with a Create My Account button. Clicking it opens a page where you choose an account name and a password, and the account is live. Steam checks the email you gave against a list of disposable domains, and some are refused with a message that the address is not valid.
Because the address was confirmed through that link, Steam marks it as verified and enables Steam Guard by email at once. From then on the inbox is one of the two keys to the account.
Steam Guard: the part that locks people out
Steam Guard works like this. Sign in from a computer, browser, or Steam Deck the account has not seen before, and Steam refuses the login until you type a five-character code it just mailed. The same happens after a Windows reinstall, when cookies are cleared, or when you switch to the mobile app. If the throwaway inbox that receives the code expired last week, the account is closed to you.
Steam Support can sometimes restore access, but it asks for proof: a payment receipt, a retail key activated on the account, a card number used there. A spare account with only free games has none of those. Everything paid on Steam depends on the email. Receipts, wallet top-up confirmations, refund decisions, and gift notices go there.
